Johnson was undrafted in a strong but not outstanding receiving class, but the Broncos soon became interested in him. Johnson initially spent his first five years of college in Tennessee. He caught 79 passes on 121 targets over the course of those five years, including season highs of 37 receptions on 55 targets. During that period, he only scored one touchdown and never over 500 yards; his highest total was 482.

Johnson exceeded his career highs in his lone season at UCF, hauling in 38 passes out of 67 targets for 560 yards and 11 scores. Additionally, he mishandled three passes, bringing his career total to 10. Despite having little experience, Johnson performed well in contested-catch scenarios, grabbing 8 of 13 such targets in his last season. His career catch rate was only 15%, which was below the 50% mark.

Charles was regarded as one of the top defensive catchers of his period, and between 1995 and 1998, he won four straight Gold Glove Awards. He was a member of the Florida Marlins squad that won the world championship in 1997.
