Antennas were raised when Eagles general manager Howie Roseman allegedly spoke with Penn State alumnus Barkey directly during the time when teams were only permitted to deal with a player’s representation and not the player directly. Barkley is close with Penn State head coach James Franklin.
Franklin, according to ESPN, said after the news broke of Barkley’s agreeing to terms with the Eagles, “For him now to come back and be able to play within the state, in Philadelphia, he said that was one of the first things that Howie [Roseman] said to him on the phone as part of his sales pitch to him was not only the Philadelphia Eagles and that but obviously the connection with Penn State and the fan base as well.”

Immediately, Franklin’s remarks attracted attention from everyone throughout the NFL. He made statements on Tuesday, which suggested that Roseman had interfered with Barkley, before it was acceptable for team members to have direct contact with free agents.
In a response to Pro Football Talk, the Eagles denied any wrongdoing and said, “All player recruiting is facilitated through the player’s agent.”
Numerous sources state that the Giants are aware that the NFL has been informed about Roseman and Barkley’s suspected illicit communication. However, there hasn’t been any discussion of a potential probe into any manipulation thus far.
Barkley’s Giants contract was set to expire at 4 p.m. ET on Wednesday, the official start of the 2024 league season, rather than at the end of the 2023 season.
