He went on to play college basketball for West Virginia University from 2014 to 2018.
During his time at West Virginia University, Carter established himself as one of the best defensive players in the country. He was a two-time Big 12 Defensive Player of the Year and a consensus All-American in his senior year. Carter was also a finalist for the Naismith Defensive Player of the Year award in his junior and senior years.
