On September 2, 2021, Naggar was added to the Cleveland Browns practice squad to battle alongside Chase McLaughlin. Naggar made his NFL debut on Christmas Day against the Green Bay Packers. Naggar kicked a 37-yard field goal and made one of two extra-point attempts in the contest. On December 30, 2021, Naggar was dismissed from the Browns’ practice squad.
