NFL Media reports that an NFL owners’ vote to implement the XFL’s kickoff format might take place in March. The article states that the league’s competition committee deliberated extensively on the XFL’s kickoff format throughout the weekend.

Ahead of the next league season, the NFL competition committee allegedly discussed altering the kickoff regulations during a meeting on Sunday in Indianapolis.

“My perspective has been that we have to keep the kickoff in the game,” Atlanta Falcons CEO Rich McKay told the Washington Post. “And to do that, we have to find a way to modernize it and get that play going again because that 20% return rate is not what was intended for that [fair catch] rule.”

This is a comparison between the current NFL kickoff model and the XFL kickoff regulation.

XFL: The kicker starts at his 30-yard line, while the other ten players on the kickoff team start at the opponent’s 35-yard line, which is five yards from the returning team. Until the ball is fielded, only the kicker and returner are allowed to move. The 35-yard line is where touchbacks are located.

NFL: Eight players of the returning team are within 15 yards of the kickoff team, which is positioned at its 35-yard line. Blocks with two teams are not allowed. The 25-yard line is where touchbacks are located.

Kickoffs in the XFL were made from the 30-yard line of the kicking team. The receiving team’s blockers aligned themselves on their own 30-yard line after the kickers lined up at their team’s 35-yard line. The only two players who can move up until the ball is caught or three seconds after it touches the ground are the kicker and the returner.

The ball is moved to the kicking team’s 45-yard line as a severe penalty for kickoffs that sail out of bounds or don’t make it to the opposition 20-yard line.

When the ball enters or bounces into the end zone, it results in a touchback. If it doesn’t contact the ground and flies into the end zone, the receiving team gets the ball at the 35. If it bounces into the end zone, the receiving team gets the ball at the 15.

The goal of the league is to raise kickoff returns without raising the incidence of concussions. First and foremost, the NFL modified their kickoff concept due to concussions during kickoffs.

The topic will be discussed further by the competition committee on Monday and in the weeks preceding the March owners meeting. Twenty-four of the thirty-two NFL owners would have to back any rule change. Rich McKay, chair of the competition committee, stated that special teams coordinators will be involved in developing a kickoff idea.
